The Directorate: General Services comprises of various Divisions of which Administration is. This Division is responsible for a host of administrative and support services such as procurement, information technology, constituency support, settlement administration, transport, office accommodation, stock control, etc. that is carried out by a staff component of more than 100 comprising of, inter alia, Administrative Officers, Public Relations Officer, Systems Administrator, Computer Technician, Private Secretaries, Cleaners, Drivers, Labourers, Workhands, Artisan Handymen, Switchboard Operator and many others.

Procurement

The Division: Administration is responsible for the procurement of goods and services for the entire ministry, inclusive of all border posts. Procurement is regulated by the Public Procurement Act, 2015 (Act No. 15 of 2015), as amended. 

Assets Management

The Regional Council has Offices spanning the whole of Oshikoto Region, from the town of Tsumeb in Tsumeb Constituency, to the Settlement of Oshigambo in Oniipa Constituency. In order for the Regional Council to do proper record keeping of all its assets, periodic stocktaking exercises are carried out at all Offices of the Regional Council and Delegated Functions. This entails the physical count of items, e.g. furniture, computer equipment, vehicles, that are allocated to a particular office and then afterwards reconciliation with existing registers.

Transport

The Regional Council is operating its own fleet that currently consists of 34 vehicles. These vehicles are deployed all over the Region. There is a Fleet Management Committee which is responsible for ensuring the full implementation of the Fleet Management Policy.

Office accommodation and cleaning services

The Division: Administration provides office accommodation to the Officials of the Regional Council. Office accommodation is a real challenge for the Regional Council, especially at the Head Office. The responsibility of maintaining and cleaning of these office buildings resort with the Division: Administration. A component of approximately 30 Cleaners / Labourers are employed through out the Region, to keep the Regional Council Offices in spic and span condition.

Registry

The Regional Council has a Registry Section where copies of all incoming and outgoing correspondences, circulars, etc. are filed.The Regional Council has an approved File Plan. All correspondences are channelled through the main registry and electronic correspondences should be submitted on e-mail: registry@oshikotorc.gov.na

Information Technology

The IT Section ensures that the Regional Council information systems are operational and daily backups are done.

Public Relations

The Public Relations Office is responsible for coordinating issues related to corporate communication, liaison services and meetings administration. The Regional Council has a fully functional website, produces quarterly newsletters, have social media pages (Facebook, Instagram and Twitter).

Settlement Administration

The Regional Council has five (5) proclaimed Settlements: Oshigambo, Onyuulaye, Onayena, Oshivelo and Tsintsabis. The Regional Council only has Settlement Offices at Onayena and Oshivelo. Onyuulaye Settlement is administered at Okankolo Constituency Office, Tsintsabis Settlement is administered at the Guinas Constituency Office and Oshigambo Settlement is administered at Oniipa Constituency Office. The Settlements provide municipal services to the local inhabitants within that particular settlement area. The services provided are (amongst others): provision of water, sewerage management, refuse removal and solid waste management, street roads, etc.

Constituency Support

There are thriteen (13) Constituency Offices in Oshikoto Region, which are responsible for general administration and constituency development.
