DIVISION: RURAL SERVICES

PROGRAMMES

The Rural Services Division is responsible for the implementation of rural development programmes in the region. The aim is to improve and uplift the living standard of rural inhabitants in order to achieve sustainable economic and social advancement.

The following programmes are implemented by the Rural Services Division:

  • Rural Sanitation Programme
  • One Region One Initiative (OROI)
  • Food Security and Nutrition (FSN)
  • Micro Finance Programme
  • Food/Cash for Work Program
  • Rural Employment Scheme
  • Support to Rural Poor Farmers

The Division is also mandated to oversee the implementation of Rural Electrification and Rural Water Supply programmes in the region. Moreover the Division oversee the activities of Okashana Rural Development Centre.

 

Implementation Strategies for Rural Development Programmes

  • Sending out applications to the Constituency Offices to mobilise the community to apply
  • Applications received from the Constituency are tabled at the Constituency Development Committee meeting where priority projects are selected
  • Constituency offices submit the selected projects to the Regional Council
  • Filed assessments are conducted to determine the viability of projects 
  • The Regional Steering Committee comprising of various stakeholders makes recommendations based on the assessment reports.
  • Final recommendations are forwarded to Council for approval
  • The Council procures project materials for approved projects  in line with the Public Procurement Act,2015 (Act No.15 of 2015)  

 

RURAL SANITATION PROGRAMME

 Most rural communities in Oshikoto Region are in need of sanitation facilities. For example in the absence of toilets, most rural people make use of the bush. The use of the bush is not environmentally friendly as it has potential to contaminate water sources such as   wells, oshanas and earth dams.   

The objective of the Rural Sanitation Programme is to:   

  • Contribute towards improved health and quality of life
  • Ensure hygienic environment
  • Protect water sources

 

During the 2019/2020 financial year, a total amount of N$2,000,000.00 was allocated for the Rural Sanitation Programme to construct 100 toilets in the region. This translated to 10 toilets in ten rural constituencies. Constituency Offices identified beneficiaries who fall within the following categories; the poor, elderly and disabled. Community facilities such as outreach points and pension pay points are also catered under the programme.

RURAL ELECTRIFICATION PROGRAMME

The Rural Electrification Programme is aimed at providing electricity to facilities within rural areas particularly schools in order to enhance the learning process. The Ministry of Mines and Energy and NAMPOWER avails funds for the electrification.  Electricity is one of the basic services that contribute to the welfare of rural inhabitants for example when schools are being electrified, nearby facilities such as churches and business outlets benefit. Thus it stimulates socio-economic activities in rural areas.
